Yes Means Yes on LB 988
February 09th, 2018
LB 988 is a bill to create an affirmative consent standard for sexual assault. In other words, this bill changes the legal definition of consent from "no means no” a “yes means yes.” Victims will be better protected as a result of this change. This legislation is long overdue.
Requiring both partners to make a conscious and voluntary agreement to participate in sexual activity empowers women, sexual assault victims and survivors, and decreases victim-shaming and shifts the burden of proof to perpetrators.
We know that silence or lack of resistance is not consent. LB 988 is about empowering survivors of sexual assault who seek justice from their attacker. Thank you to Senator Patty Pansing Brooks for introducing this bill.
